Any other big coils get voltage?
Check the ones for RAM, PCH, CPU core.

I just got this Macbook to be repaired. Board looks untouched, clean , no missing or cracked components. No corrosion.
CPU makes a noise

Then possibly bad CPU.

Just in case, test if DFU helps.
This should correct an eventual BIOS issue.
