820-01987 shuts down after about 2 minutes

Clean board, restoring T2 took several attempts but finally it worked, now when trying to install OS or entering recovery mode the Mac shuts down after about 2 minutes.

SSD power rails are present and steady.

Could this be a dying NAND?

Change security settings to allow USB boot and test with external macOS.

When trying to boot into recovery the Mac shuts down and when I try to hold option to select a different disk the Mac restarts constantly.

Tried with known good battery connected, and original 87W charger?
