820-02016 5v .2a cycle

I have an 820-02016 which initially came in because they said it needed a new battery.
Tested and it won’t go to 20v, just sits at 5v.
Amps go up to .240-250 and cycles off.

Both ports do the same in both rotations

Tested with a known good battery with charge and it powers on perfectly but doesn’t charge.. still just 5v

Tried different USBC port connector.

Tested the following board only with USBC ports attached.

PP3V8_AON_VDDMAIN - 3.8v
PPBUS_AON -12.26v
PPVDD_SOC_S1 - 0.663v
PP1V8_S2 - 1.8v
PP2V5_AWAKE_NAND - 2.5v
PP1V25_S2 - 1.2v
PP3v3_S2_UPC - 3.3v
PP5v_S2 - 5v
PP3v3_UPC0_LDO - 3.3v
PP3v3_UPC1_LDO - 3.3v
PP1v5_UPC0_LDO_CORE - 1.5v
PP1v5_UPC1_LDO_CORE - 1.5v

Checked with FLIR and UF400 is 27° possibly somewhere in L20 pin PP1V8_S2 area

Possibly a faulty CD3217B12?

Do you get same thermal spot if you connect charger on the other USB-C port?
Did you try to reflash UF260?

I get the same thermal spot on that same chip with both ports.

The other chip doesn’t show any heat regardless of which port I connect to.

I haven’t tried UF260 flashing
