820-02016 only taking 5V 450mA

I have PP3V8AON but PPBUS_5VS2_VIN has 12V I have no enable signal and no 3.2V.
What can be the issue here, please?

Is PPBUS_AON exactly 12.0V, not 12.3V, nor 12.6V???
Please, post accurate information.
