I hope the board doesn't get stuck after chime.
Caps Lock light reacts?
Do you get 3V3/5V_SW_LCD_CONN, at least in the first seconds (when chimes)?

I get 3.29 on PP3V3_SW_LCD_CONN. Does that seem a little low? 5V looks good. Both have voltage the entire 10 seconds of testing, I do not see them drop at all.
Caps lock light stays illuminated the entire time after booting up. USB activity is there too.
I don't have history on the board but I can tell it has come in contact with liquid at some point. Some damage was around UL000.

If 3V3_SW_LCD_CONN is there, then LPDP_INT_HPD must go high.
If not, you have a problem with the screen.
Test with known good screen assembly.
Check diode mode to ground on all data lines of JP600.
If not, you have a problem with the screen.
