820-0289 No Power. Previously looked at by CPR

Have an A2780 that is not powering on.

The USB-C Meter doesn't negotiate past 5V. However it will he at 4.9V @ 0.012A draw. Then Jump to 5.05V @ 0.920A draw and keeps cycling this behavoir.

PPBUS_AON = 11.97V
P3V8AON = 3.805V
P1V8VDDH - 0.35V up to 0.45V cycling quickly.
PP5V_S2_MAIN - 1.7V up to 2.05V cycling
PPDCIN_AON_CHGR - 4.927V

I'm not familiar with these newer boards in terms of what rails to check but any help is appreciated.

All USBC ports have the same behavior?
Tested with the board alone on the desk?
Tried known good battery holding some charge?

I went ahead and tested with a known good battery. No behavoir change.
All ports behave the same.
Board alone on the bench, no change.
