Yes, board power cycles every 5s. I can see from the PSU that it is drawing about 1A and then power cycle.

ALL_SYS_PWRGD cycles with it between 0v and 3.3v

PPVCORE_S0_CPU cycles between 0 and 1.1v

I measured PPVCORE_S0_CPU at L7415/25. is that the CPU coils that you are talking about?

PLT_RESET_L is cycling between 0 - 1v

Yeah, there is VCORE.
If PLT_RESET_L pulses, then PCH detects that power on sequence is completed.
Could be a problem with GPU, or CPU.
GPU gets voltage pulse too (L8920)?

Measure diode mode to ground on both side of series capacitors placed on the data lines batween CPU and GPU.
Look at page 74, many caps there...
