Post the exact PPBUS_G3H voltage first.
Do you get L7750 voltage?
PM_SLP_S4_L must come on after pressing power button only.
Trigger SMC_ONOFF_L and check for drop pulse at PM_PWRBTN_L.
Did you try another DCIN board?

PM_SLP_S4_L stays low if I trigger R5015
I didn't find a good spot to probe PM_PWRBTN_L. This net is going only to U4900 and U1400 and both are BGA's. I'm using OpenBoardView and this SW doesn't shows vias so I can't probe this net on via either.
I haven't tried another DCIN board. I can order one and try it, but since the input voltage looks good, I'm guessing the DCIN board is good.

I asked about DCIN board because of dim light you've mentioned.
It is not related with no power issue.
Post resistance to ground at L6995; ohm scale, not diode mode.
Check RTC_RST_L, SM_INTRUDER_L, PM_RSMRST_L.

Very likely bad MCP, considering its age.
Heat it to 180-200 degrees for 15-20s and check if symptom changes.
