820-2914 fast fan

Arrived with GPU issues. Replaced GPU but fans spin fast and runs slow.

Ran ASD and TC0C digital core SMC IO failure appeared. R4910 measured exactly 43

What should be checked next? Board looks spotless

There is not a lot to check with CPU_PECI. Ensure traces are intact, also R5222 & R5223

Before replacing GPU, fan was working normally?
If yes, something happened in the process; checked for moved components near the BGA chip, or in the opposite side.
Can also be a bad chip, or solders.
