Do you get green light on Magsafe with original charger?
If not, replace Q7080.

i got green light on orig 60w charger
tried replace q7080 still same.

Post voltage and diode mode for SCL/SDA lines of battery bus.
Check w/ and w/o BIL connected (J6955).
If no good, remove D6950 and test again.

SCL 0.521ohms 3.4v stable
SDA 0.502ohms 0v-3.4v looping with/without D6950

w/ and w/o BIL nothing changes

You should get less than 1% difference between both lines; in diode mode.
Remove C6952/53 and test again.
If still the same, change U7000.
SMC is the last option.

BTW, battery should be removed...
