820-2936 - Board does not turn on

Logic board in good condition. It has by SMC bypass, does not turn on.

PCH_INTRUDER_L - 1.65v (My boards are never at 3v. change the resistor to 100k?)
PCH_INTVRMEN - 2.5v
PCH_SRTCRST_L - 3.26V

PP5V_S5 - 5v

Need to fix this.
Force it decreasing the resistor, even to 10K.
I saved one board with 100 ohm instead.

After replacing the resistor for 100k, it gave a signal with the cooler and stopped. I decided to change the bios chip and it worked!
