820-2936 CPU Not Boosting

Hello. Got this board with a strange behavior. CPU clock is stuck at 0.8GHZ according to Intel Power Gadget and the machine is running terribly slow. This board has classic issue on R5301/02 area and on the under side too. Verified all resistors and traces and all good. Mouse moves normally without lag. CPU gets clock requisition for 3.2GHZ but does not scale up. Any ideas on what to do?

Run corresponding EFI ASD.
Just in case, try known good clean ME BIOS.

ASD did not catch anything. Will try BIOS

Flashed BIOS, no luck, same thing. Tried reinstalling MacOS on another SSD to test, same results. I replaced SMC, same thing.

Did you test with known good battery?

Same symptom starting in safe mode, or SMC bypass?

Tested with known good original battery and replaced SMC. Safe mode will do now

In Safe Mode I can't monitor clock speeds using Intel Power Gadget because it needs a proprietary kext to load.
