820-3115-A fan spin, green light, no chime, no image

Hi, got an 820-3115-A board that had loads of humidity. Managed to get it to fan spin, but there's no chime and no image, no USB power and no green light on Caps Lock.

i get every rail but 820-3115-A is 1.1v.

ALL_SYS_PWRGD is 3.3v

PLT_RESET_L is 3.3v

Tried several different BIOS chips no change.

Did you want to say VCORE?

Try one RAM module at time.
Check the slots with DDR3 test card.

Yes, VCORE sorry.

Cleaned the RAM Slots, tried both ram slots with different sticks, no change. Even without RAM still behaves the same, no beeps.

Bad contacts on RAM slots not always cause classic RAM error beeps.

Possibly accumulated crap under PCH, or CPU.
You should also reball SMC.

Check all SPI Bus Series Termination resistors and their traces.
