820-3115-B green light, no fan spin

Hi, got an 820-3115-B that has green light but no fan spin.

voltages:

PPBUS_G3H: 12.54v
PP3V42_G3H: 3.5v
PP5V_S5: 4.94v
PP5V_SUS: 0v

SMC_BATLOW_L is missing.

When connecting battery SMC_BATLOW_L goes to 3.3v but is inestable. No orange light when connecting battery. Im using OEM 65w charger

SMC_BC_ACOK_VCC, SYS_ONEWIRE, ADAPTER_SENSE all are 3.5v but drop to 3.3

PP18V5_DCIN_FUSE is 17v but drops to 16.5

SMC_BC_ACOK and SMC_BC_ACOK_VCC are 3.3v but drop to 3.2v

PP3V42_G3H is stable

Tried several DC In boards and chargers, same behaviour.
