Missing P3V3S5, P3V3S5_EN_L (0V) no short to ground
P5V3V_REG_EN is present
SMC_PM_G2_EN is present

Replaced U7941, no change

Where do I go from here?

Did you note ending "_L" (meaning active low)???

Post U7200 basic voltages; pins 16, 13, 3, 8, 17, 6.

Yes. Active Low. You're right

Voltages for U7200:
16 - 12.59V
13 - 3.42V
3 - 2.00V
8 - 3.32V
17 - 5.02V
6 - 0.79V

Then you should have 3V3_S5 present.
If not, check diode mode to ground at L7220.
