820-3115-B Quarter fan spin, green light

Hi, got an 820-3115-B with tons of liquid damage. It has quarter fan spin and green light.
Changed BIOS just in case, no change.

PPBUS_G3H: 12.53v
PP3V42_G3H: 3.4v
PP5V_S5: 4.95v
PP5V_SUS: 4.95v
PP5V_S3: 0v
PP3V3_S5: 3.3v
PP3V3_SUS: 3.3v
PP3V3_S4: 0v
PP1V8_S0: 0v

It requires 5V_S0.
So you should check ALL power rails for pulse; when fan spins.

Check U7400, pins 46, 19, 29, 47, 1, 48.
Use surrounding components as test points.
Be sure R7402 are good and have no corroded trace/solder.

1 : pulsing
48: 11v and pulses down to 5v

R7402/3 both good and continuity ok.

Replaced U7400 just in case, same behaviour

Then you should have PCH, or CPU problems.
You can try heating them with quality flux; in case of accumulated crap underneath.
