820-3115 no post, fan loop

hi, this board came in with a bit of liquid damge at smc and y5010.
smc and y5010 has been replaced.
the problem is no post, usb activity is missing, fan will spin faster and then died, and start again ( loop ).
if ram is removed, board stay on, theres a beep sound every 3 second.
tested with known good ram, one slot at a time.
smbus_pch_clk 0.450
smbus_pch_data 0.450.

vcore is 1.1v
plt_reset_l 3.3v
all_sys_pwrgd 3.3v
sys_pwrok_r 3.3v

bios has been flashed with known good file, still exact symptomp, any idea ?

Check R7402/03 to have correct value.
Also check all SPI Bus Series Termination resistors and their traces.

Possibly accumulated crap under PCH, or CPU.
