820-3115 no PP3V3S5 no signs of H2O (Green light 0.25A)

Rails to U7200 good "replaced chip"
The 5v3v3 EN is present
I get a very small pulse PP3V3S5_DRVH "see picture" Not enough to run anything.

I am real new to these boards. This is my first time troubleshooting this problem. I am fishing.

Do you mean 5V3V3_REG_EN?

3V3_S5 requires aprox 0.8V at pin 6/U7200.
