820-3115 no turn on

Hi, got a 820-3115 board that does not boot.

Got green light but no fan spin.

PPBUS_G3H = 12.5v
PP3V42_G3H = 3.4v

no PP5V_S5 and PP3V3_S5.

Replaced U7200 no change.

PPBUS_S5_HS_OTHER_ISNS is 12.5v
5V3V3_REG_EN is 3.3v

Post U7200 basic voltages: 16, 8, 13, 3, 17, 6, 1.

16 = 12.5v
8 = 0v
13 = 3.4v
3 = 0v
17 = 0v
6 = 0v
1 = 0v

Check diode mode to ground at pins 3, 8 & 17.

3 = 0.719
8 = 0.643
17 = 0.482

Try changing U7200.
Be sure to get good solders.

Just in case, check diode mode to ground at L7220/60.
