VCORE requires ALL_SYS_PWRGD.
Check which other voltage missing.
You can start removing resistors from ALL_SYS_PWRGD, untill find the bad secondary power supply.
First, be sure R7967 is OK and gets 3V on pin1.
Q7950 is not really needed, start removing it.
