PP3V3_S5_SMC_VDDA. ok
SMC_RESET_L. ok
SMC_CLK32K not stable
PP1V2_S5_SMC_VDDC. ok
SMC_PM_G2_EN. pulsing
PP3V3_S5 pulsing
PBUS_G3H 12 v ok

all other voltages after 3v3 s5 also just pulsing

Remove F7040 and check again mentioned voltages.

Also check diode mode to ground on all big coils.
Compare with good board, if available.

when I removed coil L7100
all stable
excluding core
I think VCCSAS0 may be short or something.
what may be the issue

Looks like CPU issue.
VCCSA must appear before VCORE.

Resolder L7100 and remove R7974.
Test the board again; VCCSA should be stable.

Test starting in SMC bypass too.

You may have a problem with U7100, or adiacent components.
Post its basic voltages; pins 19, 20, 15.
Check diode mode to ground at L7100.

diode mode to ground at L7100 -0.030v
ohms mode to ground at L7100- 29 ohms
U7100 already changed
also changed Q7100
basic voltages; pins 19, 20, 15. cycling 5v,5v,3.3v respectively.

removed R7987
VCCSA ,VCORE both not switching because I removed vccsa enable
all other before vccsa remains stable

I think you are saying some stupid things or you are wasting my time.
I already said that the VCCSAS0 voltage comes up, after which all voltages drop down and repeats
So what is the requirement behind checking u7100 pin 19,20 and15

"all other voltages after 3v3 s5 also just pulsing"
Including CPU VCORE?

If other voltages are stable disabling VCCSA and nothing wrong with its power supply, then bad CPU.

I found a strange issue
am getting all voltages stable including VCCSA (but no VCORE and no CPUVCCIO ) When unscrewing one of the screw nearby cooling fan in the heat sink

Really strange, VCCIO should appear before VCCSA.
Not even pulse at L7630?

The reaction after unscrewing part of heatsink, may denote broken solder, or trace.
