Boards turns on, charges, and recognizes the battery but wont run off the battery. Tried another dc in board and checked R6906, its good. Went to check R6905 next but appears to be no stuff on this board. Compared to known good board and also appears to be no stuff. What to check next?

You've got confused somehow.
The board cannot work on charger alone without R6905.
But should work with charged battery in such case.
If board works on charger alone, but doesn't work on battery only, check R6906.
If is good, post all U6990 voltages.
