CPU reset is disabled too fast in this case; doesn't comply with Intel specifications.
It goes high once VCCIO appears (R1126), before power on sequence is completed.
Did you try SMC bypass?
You can also try disabling GPU, for test at least.
Resolder U8900 first, just in case...
