No, it should turn on when charger is plugged in.
Be aware, it restarts 3 times, like its bigger sister 3437.
Any history available?
Tried SMC bypass?
Check PM_BATLOW_L, PM_DSW_PWRGD, PCH_DSWVRMEN, SMC_ADAPTER_EN, PM_RSMRST_L, PM_SLP_SUS_L and the 4 PCH's RTC signals.
