Then the problem is PCH related.
I suppose PM_RSMRST_L is steady high and you still note the drop pulse at PM_PWRBTN_L.

Check PCH_DSWVRMEN, PM_DSW_PWRGD, PM_BATLOW_L, 1V05_SUS and the 4 PCH's RTC signals.

effectively when I activate SMC_ONOFF_L the pulse is seen in PM_PWRBTN_L but not in PM_RSMRST_L

PCH_DSWVRMEN 3.3V
PM_DSW_PWRGD 3.4V
PM_BATLOW_L 3.3V
1V05_SUS 1.05V

how are they measured of the 4 PCH's RTC signals?

Heat PCH for test; use quality flux, to burn eventually accumulated crap underneath.
Don't need to melt the balls; no more than 180-200 degrees, for 15-20s.
