820-3437 inconsistent behavior

820-3437 fan spins for a long time but no boot

When its spinning but no boot PPVCC_S0_CPU is 1.8v

Sometimes after a while it will boot into OS and work all right then shuts down a few minutes in.

No boot with SMC bypass.

ALL_SYS_PWRGD and AVREF_SMC are 3.3v

Replaced BIOS chip with CLEAN ME bios. No change.

I replaced the chip from a donor board, and programmed it with a Clean ME
