It consumes 0.02a, then sometimes it jumps to 0.14a

PM_PWRBTN_L 3v3 drop to 0.3v when i short SMC_ONOFF_L to ground.
don't boot with SMC bypass mode

Check for pulse at all PM_SLP_Sx_L signals at same time.
Be sure PM_RSMRST_L is steady high.

PM_RSMRST_L is always high

PM_SLP_S5_L is 0 and then go to high 0.8v
PM_SLP_S4_L is 0 and then go to high 0.8v
PM_SLP_S3_L is 0 and then go to high 0.8v
PCH_PM_SLP_S0_L Is always high

when i trigger SMC_ONOFF_L no pules on the big coils. but already the board try to boot, then here there is pulses on the big coils
"as ALL_SYS_PWRGD too." there is a coil for this signal?
by the way, it is zero

At the moment of pulse on big coils, check for pulse at ALL_SYS_PWRGD.
If the signal appears on schematic/boardview, matters where you check it?
Of course, no coil for it...

I can't find any pulses on the big coils, there is a pulses at ALL_SYS_PWRGD.

The board water damaged, but it was booting before. After i put it in the ultrasonic cleaner. It stopped to boot and not S4 state.

Once i fixed this problem by reflowing the CPU, but in this model when i reflow it, the cpu is bending, do anyone know how reflow it with this issue ?

If you suspect accumulated crap under VGA chips, no need to reflow.
Heats until 180-200 degrees no more; you don't need to melt the balls.
Of course, quality flux is importamt; throw away the "chinese honey".
