820-3437 Missing ALL_SYS_PWRGD

So I have an 820-3437 drawing .100A and is missing ALL_SYS_PWRGD. PP5V_S4RS3 is missing, in fact , it seems I am missing all 4 PGOOD signals. No sign of liquid damage.

You can't look at ALL_SYS_PWRGD when missing S3 voltages.
It requires sum of several S5, S3 and even S0 voltages.

3V3_S5/SUS stable?
Did you try SMC bypass mode?
Are you using original Magsafe 2 charger?

Post PM_BATLOW_L, PM_DSW_PWRGD, PCH_DSWVRMEN and all RTC signals.

3V3S5/SUS is a Stable 3.3V
PM_BATLOW_L: 3.3V
PS_DSW_PWRGD: 3.3V
PCH_DSWVRMEN: 3.2V
PPVRTC_G3H: 3.3V
RTC_RESET_L: 3.3V
PCH_INTERVRMEN: 3.2V
PCH_INTRUDER_L: 3.03V
PCH_SRTCRST_L: 3.3V

Post now PM_PWRBTN_L, SMC_ONOFF_L and PM_RSMRST_L.
Trigger SMC_ONOFF_L and check for drop pulse at PM_PWRBTN_L.

So PP3V42 was shorted to GND. found that the SMC was causing it so I replaced it. When I fired it up it was drawing 500mA and fan spin. I turned it off and put the board back in to the chassis, turned it on and now it is drawing 23mA but I have an orange light. I swear this board is possessed...

PM_PWRBTN_L: 3.3v
SMC_ONOFF_L :3.3v
PM_RSMRST_L: 3.4V

when I trigger SMC_ONOFF_L, PM_PWRBTN_L drops then recovers

And which is that chip???
ALL_SYS_PWRGD connects with a lot of ICs.
And it comes from PM_SLP_S3_L, through R8167.
The other chips and resistors can only pull it down to ground...
