820-3462 No Green Light

I am on my third SMC replacement and can't get green light back (I had green light prior to replacing SMC). I don't know if I just have a bunch of salvage boards with bad SMCs or if I caused a new problem during the replacement.

The following signals are present:
PP3V42_G3H
PPBUS_G3H reads a bit low (12.28V)
SMC_BC_ACOK
SYS_ONEWIRE
ADAPTER_SENSE
SMC_RESET_L
SMC_ONOFF_L

I do not have SMC_PM_G2_EN

I've replaced plenty of SMCs before but have never had this level of difficulty...

Looks like SMC doesn't work.
Check its voltages and signals at page 39; U4900 (2 OF 2).
Be sure to get SMC_XTAL frequency.
