820-3476 fan on high immediately. No CPU

This doesn't look like liquid-damage but I'm not completely sure. No obvious signs. The fan spins up high immediately. 5V and PPBUS are getting to U7200. I replaced U7200. No change. Not sure where to go next.

Do you get all the previous voltages, before VCORE?
