this computer was liquid spilled, and there is no wifi,

i have tested a working computer and placed the board in there and still no wifi

do these usually have a Bad SMC if no wifi and tested with a known working wifi card and side board?

Did you also test with other RIO flex?

Check AP_RESET_L and AP_CLKREQ_L signals level.
Inspect J9510 airport related pins for corrosion.

AP_CLKREQ_L must go low, when airport card is inserted.
Run a wire to ground and check if wifi starts.

i did soldered J9510 Pin22 (AP_CLKREQ_L) to Pin20 (GROUND) and wifi still did not work

Check diode mode to ground on all airport data lines.
Be sure to have good traces and solders.
Also check L9501 and C9532/33.
