I've tried swapping and resoldering the ISL at least twice... at one point there was voltage on PPBUS_g3H... it seems if I move a charger from working to this board I get a green light intermittently on charger. All resistors around 7100 measure good.

Post diode mode to ground at F7140/41.
If good, change C7125.

Voltage drops on both F7140/1 were .446V. Swap C7125. Still 0V @ PPBUS_G3H. Seem to be getting a green on charger more consistently but again had to connect it to working device first to get green light with this board.

Forget that kind of Magsafe swap between two boards; is normal behavior.

Did you try another DCIN board?
Post U7000 voltages and check continuity from its pin 5 to central pin of Magsafe.

geez DCin board was no bueno. And my charger sketched out apparently. I had zero on everything haha. So green to orange light on charger wo battery and no fan spin.

Which is the exact PPBUS_G3H voltage?
Is the battery charging?
Do you get 3V3_S5?
Are you using original 60/85W Magsafe charger?
