820-3787 No brain?

This is starting to puzzle me. All power rails are present and the machine is turning on. Signs of liquid damage however extremely minimal and have nothing to do with any critical components.

Fans spin, all main power rails are normal, I get USB light however no activity, and I get a Thunderbolt to HDMI signal output, that outputs a display signal, but its blank, black screen. CPU gets warm, but like a normal warm, same with GPU. Fans spin from normal then to max.

I started measuring U6100, as most likely this was the culprit. I noticed SPIROM_HOLD_L, SPI_MLB_CS_L, and SPIROM_WP_L, are all 3.3V SPI MOSI and CLK are both 0V, and MISO is at 1.7V, but also goes to 3.3V after a little bit.

Ive looked this up, and theres only 1 post about an issue like this, and they mentioned SMC_TCK, TDI, TDO, and TMS all being 3.3V, which is the case here as well.

I removed U6100 just to see what would happen and all _L voltages are still 3.3V, however and CLK, and MOSI are still 0V, but MISO is a solid 3.3V.

Im just really confused at this point

Edit: Removed U6100, diode mode readings are below.

pin 1 - 0.525
pin 2 - 0.503
pin 3 - 1.711
pin 4 - 0.000
pin 5 - 0.574
pin 6 - 0.575
pin 7 - 0.590
pin 8 - 0.422

Do not expect 3.3V on all data lines of SPI chip; that will be very bad.
The pull-up resistors are embedded into PCH.
When PCH accesses the BIOS, MOSI/MISO lines will drop down to almost 0V (in DC mode).
The activity could be checked with o-scope (in AC mode).

You probably have bad GPU; heat it for test.
Try known good BIOS, just in case.

Nope, just my stipulation haha, you were right it was the BIOS. Reflashed with New ME, PRAM reset and walla, working perfectly. Thanks!

I have 820-3787-A. When switched ON , there is no display , no light , but continous ram beeps.
All voltages are normal . Ram voltage is also present. There are 32 rams.
MEM_RESET_L voltage is 1.34v.Now what to test? And how to confirm which ram is bad.
