Board was drawing 14ma initially pp5v_s3 was partially short, c7600 was reading 2v, so removed C7600 and u7600 5v was present. After swapping out both components unit rises to 200ma . L7320 and L7310 both read .5 ohm . Would it be safe enough to say the cpu is dead on this?

0.5 ohm means shorted CPU...

Easy to confirm, injecting voltage (no more than 2V), with heatsink removed.

Do you have a good PSU?
5A PSU doesn't help now.
At least try starting with 1V and maintain current under PSU limit.

Get 20A PSU for injecting voltage!!!
