PLT_RESET_L goes high?

Check all SPI Bus Termination resistors and their traces.
Be sure J6100 is clean.

Also check all PCH voltages from page 11.
You can try known good BIOS too.
If still the same, try heating PCH/CPU with quality flux.
I saw such problem caused by accumulated crap.
