820-4924 CPU heating but no post/chime

Just had a very clean 820-4924 board in today, but it's not posting/chiming. The CPU is heating up when the charger is connected as is the SSD, no image on the screen and no USB activity however. SMC reset works normally (light changes on the charger)

No visible signs of corrosion anywhere that I can see either. Any hints on where to check first?

CPU Core voltage is present 1.8v on Phase 1 and 2
PLT_RESET_L is also present at 3.3v

I got the machine to post once when I heated up the clock chip U1900, but only once then it returned to the current status. I did try and replace U1900 from a donor board but it didn't change anything.
