Sorry, had to change post. after reballing the SMC the computer now boots. I'm going to clean it up and put it back together and test it. Thank you so much for your guidance, and patients...This one looks to be solved.

PCH will not start power on sequence if PM_BATLOW_L is kept low.
Try another 60/85W Magsafe 2 charger; NOT adapter 1->2.

Does it charge the battery?
Try to start when battery and charger both connected.

Did you try SMC bypass mode?

yes i used an original 60w charger. PM_BATLOW_L is now 3.3V and the computer is running great.
