820-4924 powers button only works if pressed for a long time

820-4924 if charger is plug in the power button works fine if it not plug in and i press power button nothing i have to hold it for a long time
with a usb current meter i see it turn on then off then on again

Did PRAM reset?
Tried known good battery?
Battery is charging?

yes did a pram reset and battery is good and charging if i hold the power button for 10 seconds with out power card it will turn on with power cord it turns on 2 seconds

With battery connected, pressing long time power button, does it start with fan at max speed?

no it starts normal

Did you really try another battery?

no it starts fine

i press a long time it turns on but not with the fan fast its normal i tried a different battery same thing

Fan should not spin at all when board starts.
Start in diagnose mode, battery and charger connected; see if any error reported.
