Board had some corrosion on U7501 pads 5-6-7-8 I replaced U7501 and cleaned the corrosion.

PPBUS_G3H: 12.5V
PP5V_S5: 5V
PP3v42_G3H: 3.4V
PP3V3_S4: 0v
PP5V_S4: 0V
PPVRTC_G3H: 3.3v
RTC_RESET_L: 3.2v
PP3V3_S5: 3.3v
PP3V3_SUS: 3.3V

Trigger SMC_ONOFF_L and check for drop pulse at PM_PWRBTN_L.
If detected, check for pulse at PM_SLP_S4_L, at same time.

Be sure tu use original 60/85W Magsafe 2 charger.
Checked PM_BATLOW_L level?

Reballing did not work, new U7100 and SMC gives me this but no green light or power:

I now get a drop on PM_PWRBTN_L when I trigger SMC_ONOFF_L

PPBUS_G3H: 12.6V

PP5V_S5: 5V

PP3v42_G3H: 3.4V

PPVRTC_G3H: 3.3V

RTC_RESET_L: 3.2V

PP3V3_S5: 3.3V

PP3V3_SUS: 3.3V

PM_BATLOW_L: 0.3V R1410 is OK (This maybe the problem and I am using original Apple charger)

Same board model and it was working, that was my last one from that exact board number, any other board I can extract one from?

It should be good, if extracted from working board.
Test with known good DCIN board and original 60/85W Magsafe 2 charger.

Removed Q3000 and PM_BATLOW_L is still 0V

3476 SMC did not work at all, 3437 I get green light and PM_BATLOW_L is 3.3V but no power.

Seems like SMC is bad and I may have damaged the replacement one while transferring, I will try to get another one.
