No signs of liquid and no physical damage to the board.

L7130 - CHGR_PHASE - 12.58V
L7195 - P5V1_SW - 3.33V
L7430 - PPDDR_S3_REG_R - 0V
L7320/10 - CPUVR_PHASE1/2 - 0V
L7630 - PP1V05_S0_REG_R - 0V

PPBUS_G3H - 12.58V
PPVRTC_G3H - 3.33V
PP3V3_S4 -0V
PP5V_S3 - 0V
PM_SLP_SUS_L - 0V
3V3_SUS - 0V
PM_RSMRST_L - 0V

P5VS4_EN at 0V
PM_SLP_S5_L at 0V, no pulse when toggle SMC_ONOFF_L

No idea about 3V3_S5, which is very important.
Why do you bother checking RAM and CPU voltage, if missing 3V3_SUS?

Using 60/85W original Magsafe 2 charger?

So, I rather give all information beforehand.

Then you have bad PCH.

Just in case, heat it with good flux.
May be lucky and has accumulated crap underneath.

PCH gets all needed signals, but doesn't release PM_SLP_SUS_L.
It must have some internal damage...

I don't understand why do you insist to check other voltage which should appear after 3V3_SUS.
