820_3115-b no video,chime but Fan spin

So i have this board that doesn't boot up, fan spins and i have cpu vcore, i tried plugging in usb mouse,
but it doesn't light up and pch is getting hot.
i have rtc voltage and its 3.3ish, so what next??

Do you note a drop of VCORE, in respect of start value?
Try new BIOS, witch clean ME if possible.
