after i removed q8150 the voltage went back to 3.3 and the fan started

Check voltage on Q8150, pins 5, 7, 1.

Then you should have ALL_SYS_PWRGD present even with Q8150 soldered on the MLB.
Put it back and check again its voltages.

In this case, CPU core voltage should be present; check L7310/20 voltage.
Also check PLT_RESET_L level.

I mounted the mac and now it turns on and works I don't have the password to try everything but I'm waiting The only thing I found is that the magsafe light does not turn on

Did you try known good LIO flex/board?
It will not charge the battery, untill gets the Magsafe light!
