yes, you are right. is there any else which generate voltage on u7100 pin 19, because i have removed R7191, R7101, C7101, C7100. then checked voltage on pin 19, i am getting 6.7 to 6.9 voltage still. and i have fixed U7100 from working board-in that board on pin 19 it hase 5.01 voltage.
