A1707 20v 1.26a - No Display

MacBook Pro brought in by customer. Fan spins and it gives 20v 1.33a - 7a
no chime no display what can it be?

History - It never came back on after an Update
820-00281-A not sure what steps to take first.
Currently giving 19.7v 3.00a

transferred file1 to flash drive and plugged into the macbook but still got the same symptoms however its now 19v 4.24a
transferred file2 to flash drive - no new results - 19v 1.67a

What you means "transfered file to flash drive"?
You must desolder SPI chip and flash it with USB programmer.
Or do it onboard with Medusa, if availble.

I suspect you don't have Medusa programmer.
So you need to desolder the chip (U6100) and flash it externally.
The cheap CH341 can do it, with an WSON8-DIP8 adapter.
Don't forget to make a backup first.
