1) left side ports are 5v 0.03mah (not cycling)
2) right side ports have 5v 0.03mah ( cyling!!)

all LDO's Present and are stable even 1.1v for all ports but CC1/CC2 voltage cycling very fast as i see with my multimeter it's cycling between 0.5v-1.9v (but it is average of course)

tried change cd3215's but nothing changed.

please guide me....

SMC_RST is 3.3v

p.s Don't have PPBUS. is it normal?

3V3_G3H must appear first.
ISL9239 needs to talk with SMC, in order to adjust PPBUS_G3H voltage.

Remove F7000/1 and check C7050 voltage.

Any history available?
Right side ports still cycling?

Post U7000's basic voltages: P_IN, AUX_DET, SMC_RST_IN, VDDA/P, AUX_OK, A/BMON.

Check diode mode to ground on all big coils.

1) history (water damaged near ua900 and u1900
2) yes right side ports still cycling

P_IN ( PPDCIN_G3H) 5v
AUX_DET ( TBA_AUX_DET) 1.1V
SMC_RST_IN ( SMC_RST_L) 3.4v
VDDA/P ( TBA_VDDA and TBA_VDDP) 5V
AUX_OK (SMC_BC_ACOK) 3.4V
A/BMON (CHGR_AMON and CHGR_BMON) both are 0v diode mode 0.588

big coils also checked and diode mode compared to another board and everythig is ok

only difference is LB700 my mother has 0.204 and another mother has 0.302

LB700 and L3500 should have very similar readings.
Be aware, LB700 corresponds to cycling ports!
So you have problems on that area; possibly bad CD3215 chip, or adjacent component.

i don't understand somethings.please explain me

CC1/2 must be before ppbus or not?

if we have cd3215 problem why we don't have ppbus?

One of CC1/2 pins connects to VCONN from the cable; depends of cable orientation.
There is where the charger sends initial voltage, for detection.
CC1/2 problems manifest with black USB-C meter usually (no input voltage).
Isn't the case here.

You may have problems with corresponding TBT ROM (UB090), or TBT controller (UB000).

When these ports cycle, do you note pulsing PPBUS_G3H?

TBT SPI chip is shared between CD3215 and TBT Controller, so if you have damage around TBT area, it would be a good idea to disconnect TBT IC from TBT SPI (instead of desoldering just move straps between TBT IC and TBT SPI. TBT Rom is only necessary on the side you have charger plugged in. If you remove TBT rom on inactive side, it will not prevent other side to switch into 20V(confirmed on T2 boards).

can i try this on this model?

SMBUS_SMC_4_G3H_SDA/SCL 3.4v

PP20V_USBC_XB_VBUS 0v

PP3V3_S5_SMC_VDDA 3.4v

SMC_USBC_INT_L 0V ( When charger connected on the left side SMC_USBC_INT_L 0V but if charger connected right side its cycling 0v to 3.3v like USBC meter)

Yeah; you already detected pulsing to 3V, WITHOUT PPBUS_G3H.
0V denotes to SMC a problem on USB-C power input.
