A1707 820-00281-01 NO POWER...no sign of liquid damage

there is no sign of liquid damage....it will take 19.9 v 0.039a on my regulator

also i found small symbol of buring near c7961...so i remove the component...still same
w3hat next......plz advise me..

Check diode mode to ground on all coils.
Do you get 3V3_S5 (L7660)?
