I GET 5.21V FROM USB I EVEN TRYED REPLACING BIOES NOTHING

L7410/ 20 .33mV
LA640.28mV

Fan spins when you get 5V from USB?
What is exact PPBUS_G3H voltage, w/ and w/ battery.

I GET 12.59v on PPBUS_G3H WITHOUT BATTERY
and get 11.27V with battery only
i get fan spin and 5v usb both times but no boot

Be sure to use original 87W charger; it accepts 96/140W too.
Still not clear, when you get only 5V from USB-C charger; without battery only?

You've said to get 20V from charger, w/ and w/o battery.

Post the voltage on the big coils.

What about pages 71/2 and L7330?

BTW, don't waste time checking L7030 on the new MacBook boards; is irrelevant.
