Actually cd3215 not affected by water. See picture. Only corner area . Water . I cleaned well . Checked any resistance disconnect. All good. And all boltages on 4 cd ics fine. I double checked, gr value also fine. ( injave an working board copared gr ok). 4 ports 5v looping. . Same issies have 2 boards.

You've replaced the 4 chips, even not affected by liquid, why?
So you get now 1V1 LDO_BMC on each chip?
Check diode mode to ground at F7000/1; be sure the fuses are good.
Connect known good battery (with some charge) and check voltage again.
Check if board tries to turn on in this case.
Also check if USB-C ports switch to 20V, if battery is present.
