A1707 cycles between 1.5 and 5v

Looking for help from the MacBook Guru's! Ive got an A1707 on my bench that cycles between 1.5v and 5v continually. My initial diagnoses found no obvious issues on the board. One thing to note, this Macbook does have an aftermarket battery.

What is the exact 820-xxxxx code of your board?
All the ports have exact same behavior?
Are you testing with 87W charger?

This board doesn't turn on with 61W charger, if battery is empty/bad.

Check diode mode around all CD3215 chips; corresponding LDOs.
