A1707 no power - 20v, cycling draw .010ma-369ma

Connecting power, I am getting 20v, but the current draw is cycling. Visual inspection of top of logic board looks good. I checked for PPBUS_G3H @ C8008/1 and it pulses as well, 13v - 0v - 13v

Tried SMC bypass?

yes, the battery was connected in that video. How do I bypass SMC?
